I've always been told that the best time is when companies start offering year end incentives. Depending on the make, this is usually from Sept to late Nov.

If you are buying used, Dec, Jan, and Feb are the best months because sales drop due to the holidays and post-holiday bills.

From a dealer, right now up through the end of the year. Car sales SUCK in December and the dealers are trying to get their numbers up before the end of the year as it will affect their factory allocations for the next year.
