Find your "Volume Control" and open it and see what checked/unchecked and what muted. In advanced there a box to check to show the icons on the Desktop. Mine is in Start >Programs > Accessories > Entertainment
Just because the Icons are not in Control Panel, it not mean the Program not on the Computer. Also, look in your Trash Bin and see if they there and Restore them. This all I know to try.
If you have XP do a "System Restore" to the day before you did the delete. Use your "Help" option and search for System Restore if you not know where or how it work.

What have you tried so far? You'll ahve to give us a little more info. Some things to check (assuming your are running Windows XP):

1. Check your sound card drivers are installed properly.

Click on Start
Right click on My Computer and choose properties.
Click on the "Hardware" tab and click the "Device Manager" button.
Look under "Sound, Video & Game Controllers". Is your sound card listed there?
Do you have an "Other Devices" with some items with a yellow question mark?

2. Check the Audio control panel

Click on Start >> Control Panel >> Sounds and Audio Devices
Have a look on the volume and audio tabs to see if anything is a miss,
