Where can I spank my wheelchair son so that he can feel it? He has no feeling below his heart. He has been rolling amok around my house. And he rolled up a huge cell phone bill.

Why not try discipline instead of punishment?
Spanking in punishment. Discipline would be actively trying to teach your child his behavior is wrong. You don't want your son, wheelchair bound or not, believing it is ok to act up just as long as dad isn't around. You want him to know that even if dad is not there and even if he is out in society, it is still wrong.
Discipline him do not PUNISH him to get "even". Be a parent not a dictator.

tell him that if he keeps running up a bill on the cell phone like that you'll take it away and bust him in the face, that'd be the only descent place to hit him. actually, on second thought, hit him in the upper arm that way the bruises don't show up.
