People have free will to prove themselves worthy or not. A lot of people will be doing this life over till they get it right.

Your question assumes that God has no control over what is happening. That he is helplessly watching humanity tear itself apart from above, and is simply unable to stop the carnage that is killing "innocent lives", and that his well intentioned plan that all humanity be saved has been thwarted by his own creations sovereign ability to choose. That is why God seems like a weak and pathetically confused God of meager and scant success to you.
Watching the cows of Christendom (the pastors of today) preach what they think the gospel is, reminds me of when Jesus called the scribes "blind guides", he also said that his word will never pass away; if you understand where I'm going with this.
Let's look to see who the author of evil is:
Isa 45:7 "I form the light and I create darkness, I make peace, and I create EVIL, I THE LORD DO ALL THESE THINGS"
Psalms tell us that all things were created for the Lord, even the wicked for their day of evil. In fact what most Christians overlook is that the Bible tells us that it was God who created Satan, not some great Angle turned devil, but Satan himself.
God destroyed Sodom and Gomorrah, God flooded the earth.
Eph 1:11 says that God works all things after the council of his own will. That means everything happening in the world is God.
What appears to be chaos is in reality design. So why the evil? Well, much of the Bible is symbolic, in fact almost all of it is. The tree of the knowledge of good and evil etc.
God is creating Children, children who will grow up to be just like God. In order to create inanimate things such as behavior, character, and knowledge, it takes a creation, the creation's circumstances, and time. You don't know down if you don't know up, nor can you know good if you don't know evil. God didn't create Adam and Eve in a stupid garden with the wish that they would just stay there and do nothing, like thats God's grand plan; to create a garden full of naked people. He created mankind in the garden and gave them everything neccessary to transform them from a mere mortal, into the very image of God.
God did not "create man in his image" read the original hebrew; he is "creating man in his image". And unlike the lies of Christianity; God will save every last human being he has ever made, it was always his plan.

Because He has given man a freedom of will (choice). Additionally, and without going into a lot of theology, there is an evil agent at loose in this world and men tend to choose wrong more then they choose right. Why? Look at any ad for most any product for a vice like cigarettes, liquor, etc. What do they couple the product or service to? Something beautiful and alluring. If it is a product aimed at women, that which is coupled appeals to women and vice versa. It is easier for people to see wrong then right. Therefore we must look for the good as opposed to the bad. Our choice making processes need overhauling and we have to do the overhauling. We must also pray, and pray and pray some more. Pray that people will learn to love and not hate and choose peace not war. According to the apostle Paul, there are three things which remain faith, hope and love and the greatest of all of these is love. Remember the Beatles Song "All You Need Is Love"? According to scripture, perfect love casts out all fear and fear is the root of anger and hatred.

I think a better question would be why doesn't God stop bad things from happening?
If he were to stop things that we consider bad, wouldn't that mean that he would have to put a stop to you as well? Haven't you ever lied or stolen, done things that hurt others? Have you always honored your parents? Or are you so self-righteous that you do not see your transgression against others for what they are?
It's really funny. Some people get angry at God because He is "unjust" and let's evil and bad things happen, yet when they are told that they themselves are part of the problem, they see God as unloving and unforgiving.
Because God is perfect if he were to be fair and just and eliminate all evil in the world that would mean that all of us would be gone. But God is patient with us and wants us to come to repentence and put our trust in Christ. When all have had a chance, then we will see evil dealt with and He will wipe every tear from every eye for those who believe in Him.

God is right where He has always been.
Chaos in the world has been caused by the rebellion of man to the regardless blessings of God.
Man has since the beginning and long time since steady tried to prove he and his selfishness rule only to discover more than one has that opinion - therefore conflict.
Will there ever be peace? Sure but will not come thru the efforts of any man!

Terrorism and terror are 2 different things. Terrorism is a methor of creating a disturbance.
Terror can be the product of terrorism.
Terrorism is a tool spoiled people use to get their own way.
Even the bibles states that GOD vindicated the Israelites by sending His Fear or Terror ahead of them in order to confuse the enemy.

Because of sin, we are witnesses of the reality of sin and what it does. That is why God had to die to redeem us and he will come again and save us and rid the universe of sin, sinners and the devil Satan forever.
Before there was sin, no one knew really what it was it was just a bad thing. But sooner or later it would arise and Lucifer initiated it and therefore in God's infinite wisdom sin is allowed to be played out so that the character of God will be seen and that all the warning before was warranted.

God created man for fellowship. Wanted to show His love and in return be loved by man. This is why free will was institued, so we would have a choice to love Him.
He also requires that they who love Him do what is good and right. Therefore the law was instituted. Do not kill, steal, committ adultery, etc. Jesus summed them all up by saying love your neighbor as yourself. For if you do this, you have fulfilled the law. If you love someone as yourself, you will not kill, steal, etc. against them.
Now since man was given free will, he chose to think himself more important than God and chose to be like God. Same thing that satan has been trying to get to since the beginning. Sin entered in, and with it, all manner of rebellion against God, and thus the disease of sin is in all of us from birth. What is truly innocence? maybe children and babies.
Since the flesh is now unable to fulfill the law of God, Jesus died and paid the sacrifice and take ourplace in the punishment God instituted for sin, death. He rose again, making a path for us to also rise from death.
His will is done, but mans wickedness still exists in contrast. That is terrorism, of mans free will. You can choose to love, or choose to terrorize.

I think evil exists so that we can have the chance to control ourselves. Otherwise, we'd be innocent people who are slaves without freedom to choose good or bad. That would suck. You're free to go stand in front of a tank to protect the innocent, if you think that's good - try it and see. But if you don't have the balls to stand up for your conviction, don't turn around and say that God doesn't exist as a cop-out. He doesn't like that :)
