Is the chief of police really qualified to run L.A. ...yea the dude from NYC ?

complaints is all I hear ...such as ...not enough man power, Californians are crazy....etc. ! apparently the 5,000 listed gangs are over whelming.

Although he may allegedly be qualified, the real question is wether or not he's capable.

If he does what he did in NY there is no chance of it.
