i like him so so much and would love if we got together,he is quite shy thats why i wanna do it,i invited him already with mates to my party,he seemed like he really wanted to come but cant cus he cant get a lift down (we are 15) and text me that really sweetly,should i phone him and ask him out casually(i know where)? when? next week after my party? what day?

In this situation it sound`s best to tell him first how you feel via the phone. There`s nothing wrong with you making the first move by calling him. I know your anxious so do it now if you like, there`s no reason to wait. But don`t do a stalker routine...lol., and call him every hour or daily for that matter.(Unless he wants you to.)
Now remember he is a 15 yr. old "shy guy", so he might act or say things differently if your phone conversation had others present. Don`t worry so much as to the specifics of the date right now. First see if he wants to go out with you. Luckily he does, then this will lead to a conversation of where, when, etc...
Safe precautions should be taken too ; maybe a double date to the movies,etc... Unless your ABSOLUTELY SURE.
Maybe one of your friends parents, or yours, can give him a lift to your party. If he could make it, you should talk to him before the party : "shy guy syndrome"...lol.
PS : When are you giving him that Christmas card you made ?
