Just take control. Tell him enough with the chit chat and flirting. Say something like OK, listen here, I like you, you like me now lets go out and have fun. Some guys just need a little boost in their ego to get going.

Pretend you are going to a place you don't know, and ask him if he can acompany you to this place, say that you'll meet your friend there, but once you're there, make up a story that your friend didn't show up, then just tell him to have lunch with you.
