You might have used too much flour when you rolled them out
(to keep the dough from sticking), or you may have baked them too long.

Rolling out the scraps from the first batch also makes them tough.

Try rolling out the dough between waxed paper or on a silicone mat. Take them out when they are just barely browned and cool. The cookies may look a little undercooked, but they'll firm up as they cool. I've just about given up on sugar cookies for these reasons. Now I just use a #30 scooper and dip the tops in colored sugar. They are round, but hey, my kids really don't miss the fancy shapes all that much!

That can happen sometimes if you put the oven on too high. I find that 325 for cookies is pretty substantial. Anything above that tends to dry the cookies out and give them that "hard" feeling.

The secret with biscuits is to take them out of the oven just before they have finished and lay them on a wire cooling rack as they will carry on cooking and beginning to harden. If you leave them in the oven until they are hard, they will get even harder when they are cooling.

Perhaps you could try cutting down on the flour a little and baking for the minimum amount of time the recipe calls for. If they're still hard, try cutting back on the time a little more. If all else fails try a different recipe.

You might have overcooked them. Try pulling them out of the oven when they are not still fully done, they will still continue to cook because of the heat introduced into them

Cookies tend to be softer and "flakier" if they are hand mixed and baked at medium heat.

how much baking soda & baking powder does it call for???

Baking power makes them soft & chewy, & baking soda makes it cruncy & crispy. Next time use more baking power then the soda.
