If, that all missing, find someone that have it on their computer (Same Version). Look where it is in the Folder. Copy it and reinstall it into your Computer. It, may have been Deleted by accident. Or, Re-Install everything if the "explorer.exe" starts giving pop ups of this and that missing.

I am sorry that I don't know the answer, but Ialways have problems when I use IE. I get some message about an application error. Maybe you should re-download it.
