I can tell you how to cure both of them but it's not guaranteed to work. WORTH a try though, I'd say.
Ok for the toe nails, you need to keep shoes or houseslippers on him as often as possible and if you catch him in the act of picking at his toe nails, immediatley scold him and then get him going on another activity. If he throws a fit, either do a time out for 3 minutes or a spanking or a combo of both ;)
Now as for the finger nail thing. I painted my son's fingernails and then dipped them in some hot sauce and I told him the fingernail polish was hot and I told him DO NOT BITE YOUR NAILS. WELL of course he bit his nails and tasted the hot sauce. After that, all it took was the nailpolish and he eventually forgot about his habbit and it was over.

Ok, this first part sounds mean I know, but believe me, it works and it was actually my doctor that told me to do it. Everytime you catch your son biting his nails, rub some tabasco sauce or something equally as (gross) tasting on his nail beds. Eventually he will go to do it again and will get the taste of the tabasco sauce. It will stop him from doing it quickly believe me. And as far as him picking his toe nails, not much you can do other then try to keep socks on him as much as you can.

You can buy a gel that tastes bad for his finger nails as for picking his toes give him rewards if he lets them grow

You could talk to his doctor. They ushually associate nail biting and nose picking with disorders.
Or just continue to remind him he shouldn't.

there is stuff that you can buy in the stores that is made for that you put it on their nails and it tastes terrible so it stops them from doing it., but i don't know what it is called, sorry. good luck to you.

i would talk to a pediatrician,is there alot of stress going on in the home,i'm not trying to judge you but some times when parents are stressed it spills over on our children,we don't realize they are hearing and feeling it as well. this may be his outlet so to speak. good luck.

is he teething? maybe a teething ring will help. Put some tabasco sauce on his nails ( only if they aren't raw) or bandaids, if you know that he will not ingest them. also, there is a nail polish remover that tastes bitter so that people aren't tempted to bite their nails

You can apply a bittering agent to his fingernails, I'm not sure what to do about the toenails.
It works great on thumb-suckers :-)
