The max length i need is 16" or 40 cm

Most are 1.2 meters but you can get them 'made to measure' off the net.
Also try Maplins or similar.
You will pay over the odds because it's an unpopular size.

Have a look at the link, they have one 0.35m.

Maplin Electronics is a good place to start. They did have some 0.5m SCART cables, and I'm sure if you go in to one of their shops, they will make one for you specially.
Failing that you can definitely get SCART to RGB cables also 0.5m in length, and then just get a SCART adapter for the RGB plugs, so in the end, you have a SCART to SCART cable.

CyberMarket has a 0.75m SCART - nice and cheap!

Cancom do a 0.5m Lindy SCART - although much more expensive!

You can obtain a 50cm version of the QED Performance Sqart P21.

This scart lead has won several awards for is excellent audio, video and build quality.
