It's OK, but maybe not the best idea.
If you get your brows waxed first, the skin may be too sensitive after wards for the tanning, and the rays would only irritate the area more.
If you tan first, you may end up with tan lines under the brow hairs once you have them removed.
You might want to get your brows done, wait an hour or so, then get your tan, if you want to do both in the same day. That way your skin has had a chance to be soothed and calmed between treatments.

Yes, you should, if you really want to do both at the same day ;) But i recommend that you do the brows first if you've got a tight sched. for tanning and waxing in one day xD

I wouldn't do it. A small amount of skin comes off during waxing, so, if you tan first, you will loose those tanned layers. If you wax first, you might burn that area.

If your skin is very sensitive, I would not recommend doing both in the same day. But if you do, refrain from burning your skin in the area that you waxed. You can imagine the discomfort of freshly waxed skin that is sunburnt.

I always just put the towel (there's usually one in the room) on top of my goggles, just so it covers my brows (fold it until it is just a narrow strip). This way my brows don't blister from being so sensitive, then getting exposed to the 'sun'.
