Thanks for all your replies but he is neutered and I believe he is spraying to mark his territory as I have seen him do this outside. Also, he is part siamese and gets very aggressive if I don't let him outside.

You might want to check cat out for a urinary tract infection. Urinating in odd places is a sign of that. It can be deadly, especially in male cats, if a blockage occurs. It is easily treatable. Will give you peace of mind to have it checked out.

My neice's cat did this. She broke him of it by keeping a spray bottle of water with her. Each time he sprayed something, she sprayed him. He got the hint in about a week, and hasn't sprayed anything since.

do you have an indoor kitty as well as him? he will mark territory for that reason. he will mark territory because he considers you his mate. if he is marking because of insecurity, he will require more love and attention. talk to him--love him and let him know he is important in your family.
he is keeping your home free of intruders--and letting them know that is his home. try loving, try attention, and try natures miracle on the smelly places. if it is carpet, you will need to steam clean and treat with natures miracle, so the stink is gone. i love kitties but i do not love their stink, either.naturesmiracle does work.

he shouldn't spray if he was neutered the right way.
