Is this expression typical of a certain way of speaking English?Help me please

I believe that is TV evangelist language

I associate that way of speaking with upper class English people. They don't sound their "r"s and they elongate their vowels, so that "coffee" becomes "kawfee". If you are brought up to speak that way, then it comes naturally, but the rest of us find it somewhat affected.
