Canada, mostly due to the cheap fuel and airplane costs. Venezuela for cheap gas. In Canada you can also get government grants to upgrade pilot's licence for employment purposes. For example, if you are a private pilot and have a job offer that requires a commercial pilot licence. You can't get this level of subsidy in the USA or Europe. As you have already figured out, Iraq and Venezuela have the cheapest fuel prices in the world (about $.05/litre); all you need is a supply of cheap airplanes (Venezuela not Iraq) and you might find your answer.

The cheapest flight training in the world is in the USA. If you are looking to just learn how to fly and get your ratings a Part 61 school would be the cheapest.
If you want some college to go with it University of North Dakota has a good program as do a lot of universities in the US.
As mentioned, Embry Riddle University is a premier flight training university and you can get college degrees there also.
If training was cheaper elsewhere we would not have a lot of foreign students here, and we have a lot.
For a good exercise in surfing the web, type in Flight Schools and read their ads.

everybody knows about the "Mumbai School of Aviation" its the cheapest flight training in india , but it trains good!!!! , now , i m a student pilot in mumbai , i m 15 , i will become a pilot after 2 yrs , really , this flight school is well known in the world , trust me!!!! , but if you dont like my answer then i m sorry for it , but its a good flight school

least expensive training would be military flying, if you can make the grade. Best is US is Embry Riddle in Daytona Florida
