A man lives on the 18th floor of an apartment building. Every morning when he goes to work he takes the elevator to the 1st floor, gets off, and walks to work. In the evening he walks home, takes the elevator to the 9th floor, gets off, and takes the stairs up the remaining 9 floors to his apartment. Why???

Because he is very short. He can only reach the 9th floor button in the elevator when he goes home so he has to take the stairs for the remaining 9 floors.
When he goes to work, he can definitely reach the 1st floor button.
You should include the part that he did not take the stairs when it's raining as he is able to reach the 18th button with his umbrella.

The man is too short to reach the button for the 10th floor. When it’s raining, the man has an umbrella that he uses to reach the button for the 10th floor : )

The elevator only goes to the 9th floor (both up and down) so in the morning when he "takes the elevator to the first floor" he's taking it down from the 9th floor b/c he walks down the top 9 in the morning too????

Haha, maybe he is too short to press the 18F button and he can only reach the 9F button so he have to walk all the way up. XD
Or maybe the lift break down.

simple! some old HDB flats does not have lift lobby on some floors
