The answer is "Generally, yes." And the same goes for pubic hair. But both armpit hair and pubic hair, even on women, are the result of stimulation by the male hormone testosterone which women produce too, though usually in lesser quantities than men do. Women also produce a substance which "binds" most of the testosterone they produce and thus stops it having much effect.
Some women produce much more testosterone than others and with some women there's more of their testosterone "unbound" or "free" and those women have more and coarser armpit and pubic hair and also tend to have hair on their bodies in a more typically male pattern. Many women have male-type moustache growth and some have male-type beard growth.
Those women who produce very little testosterone or whose testosterone is virtually-all "bound" will have very little or no armpit or pubic hair.

Ugh. Unfortunately.
Im young, (12) so my hair grows really fast.
and I mean REALLY fast.
Like a few hours after shaving I find stubble again.
But I cant shave it off everyday or else I get razor burn and dry skin.

yes all women have arm pit hair but we girls shave it off, and we have pubic hair but we shave or wax that off too /how old are you to be asking questions like this!!

honestly, yes. but most ladies get rid of it before anyone else sees it because its kinda nasty looking... depending on your society of-course. Americans generally get rid of it ASAP!
