Actually what you are saying makes perfect sense to me and not offensive whatsoever. Let me explain. There are several theories as to why a person is 'born' gay. The most prominent I have read is a work by Simon Le Vay. He determined - through autopsy - that gay men and straight men have one single difference: the size of their hypothalamus (a gland in the middle of your brain and well known to be the source of sexual stimulation in human beings). With gay men it is small and fluffy were as in straight men, it is solid and large. He repeated this experiment with lesbian and straight women and found the reverse. Straight women had small/fluffy gland were as lesbian has large/denser gland.
So hypothalamus size wise:
Gay men = Straight women
Lesbian women = Straight men
Following years of studies, he determined that this gland is developed before birth. When he examined pregnant mothers during period of pregnancy he found that this gland gets developed during the 6th month of pregnancy. If the mother body thinks she has a daughter, she would give Oestrogen (female hormone). If she thinks she has male son, she would give Testosterone (male hormone). For some un-explained reason, the mother would give the wrong hormone. Depending on how long this hormone is given, the child may come up as Bisexual, straight acting gay guy, camp gay guy, or in extreme cases transsexual (a person who believes he is in the wrong body!). And so is the voice. Not really direcly linked to determining if a person is gay or straight but it is one of the factors that make some gay guys sound bit more feminine (because they take female hormone) and some lesbians sound more masculine (because they took male hormones).

the answer for the most part is yes, but realize that people of that culture are living a unique lifestyle. If they are accustomed to having that little quirk perhaps there may be something about the heterosexual nature that they find annoying.
There is also one final theory that "the poofy voice" as you put it could be caused by taking mass amounts of estrogen.

there is not any such factor as a 'gay voice'. no longer each guy who has a female voice is gay, only like ever guy who has a masculine voice is straight away. And no, they do no longer. it is the way they are. only like my voice; i'm straight away and function a extreme-pitched, squeaky voice. some human beings have low or common voices, and a few have voices like mine. thats the stereotype of gay men, not all gay men put on a "poofy voice" a lot of them talk in their normal voice. however i have noticed that they do squeal like a girl sometimes...

Watch Transamerica...Its pretty good...and deals with transexuals rather than with gay men (yes there is a difference) Because I know many gay men that do not use the "poofy" voice.

some men do and some men don't. it could be that an effeminate tone is less threatening and makes them more approachable. does it harm you no, it may annoy you, but how many young people refuse to speak properly and use good diction these days, that's what i find more annoying.

one thing i have noticed is that the gay guys who speak soft ladylike are the female of the relationship. and the other male is the err male of the relationship if you know what i mean.
i know a few gay lads and they have always spoken soft and ladylike, i defo think that is in the genes.

No they don't pretend, most of the gay people i know talk normally . Don't let people annoy you, we cannot all be perfect. Gay men were not once normal men, they were born gay.
