Cheapest way is to make the most of what you have. Use the colour of the carpet for your base...I suggest a French country look. Butter yellow walls (including painting the panelling - it will look fantastic), white furniture (paint what you have) and blue and white fabrics for bedding. White curtains will be the easiest and cheapest to find. You can't cover the a/c unit...but you can paint it...which I have. Paint it the wall colour. Good luck.

Can you change the carpet? I am assuming not so... Pick a color that you really like, I suggest maybe a tan or brown (not blue) or other neutral color for the walls. Try for a bit lighter color to make the room feel bigger. You could get one of those fake (or real) ficus trees that goes to the ceiling to hide the a/c. Make sure that if you can, that the ac blends in with the wall color, paint it or something. Don't cover the window with too much curtains or that will not let as much light in. You could always try putting fabric on the paneled wall if you didnt want to paint the wood. You could put a rug down to hide some of the carpet. Without pics I cant help you much more - good luck!

I would take out the air conditioning unit first. I would paint the walls a pink color (medium shade). Paint the wood trim around window white. Cascading swag (the drapy kind) in a color to coordinate with the carpet (dark gray maybe). Bedroom furniture should be white.

I agree with Jesse, except for the a/c you can get a cabinet that has slots on the doors so that the air can circulate and paint the cabinet the same color as the walls. and on the window I would suggest you put some sheer curtains on them it will allow light to still flow through but it would still allow that particular area to look full.
