I can only speak to having been on the Congressional tour which is given by invitation only. The inside is well maintained and full of American history...what else. Of course access and the areas you can see are very restricted. I toured it when I worked in DC in 1986-88.
It isn't open to the public but the OEOB...the Old Executive Office Building next store has a beautiful room know as the Indian Treaty Room. Pretty self explanatory.
The EOBE is where the offices of the VP and the NSC are located. I was fortunate that my job took me there for business several times.
