does anyone know of a specific brand of hair color they have used, that can be considered most "safe" viz. non-damaging to hair/scalp. And the appx. cost

I have extremely fragile hair and I use a Product that is deposit only so it doesn't lift or have any damaging ingredients. It is Clairol Professional radiance, you can buy it in a Sally's beauty supply store, I love it and my hair always looks shiny and healthy. They also have a Clear Shine that you can mix with the color to give your hair alot of shine.

Special Effects and Manic Panic are both semi-perm vegetable based colours which condition your hair instead of harming it like many chemical dyes do. Most of the colours are slightly wild to say the least but they have some more 'normal' ones such as red/brown colours and black/raven ones etc. You can also mix colours together to get the shades you want.
On dark hair they will give a highlighted sheen to the hair and on lighter hair they will be more vibrant
