i go to my control panel and get on network and internet connections and go to internet options it wont come up
what can i do to fix it

First ensure internet eplorer is installed
if so open internet explorer then click on tools / Internet options

If these options listed still dont work,your computer could have a virus.Run a scan.I like Nortons the best.

try altering group policy editor
