While I'm not sure who set it (which would give you your answer), I think I can help you fix it. :o) Just double-click on the time on your screen and a box should pop up where you can adjust the time with up and down arrows. I hope this helps...you wouldn't want to be late all the time! Hee hee!

You need to set the correct time in your computer's BIOS (Basic Input/Output System). You access the BIOS settings while your computer is booting (before the operating system loads). To do this, reboot your system; when it is first booting, you will either see a screen showing the computer manufacturer's logo (like Dell or HP) or a black screen showing the bootup processes while they load. Access to BIOS settings vary by brand and BIOS manufacturers, but usually, access is obtained by pressing a certain keyboard button during the bootup process. The most common ones are: F1, F2, Delete, or Escape.
Once you are in the BIOS settings, it is VERY IMPORTANT that you NOT change anything except the time unless you are familiar with what the settings do. Set the BIOS time to the correct local time, then exit the BIOS program, making sure that you save the changes. Your clock should now show the right time. Also, if you are running Windows XP, once your computer boots up, you can go to Control Panel, Date and Time settings, and set "Internet Time" tab to automatically synchronize.
