i mean how can a cities green gas emissions per day or for a specified term be measured for monitoring in order to bring down the emissions ( by finding out the greatest source of the gas)

Green gas may have a chemical signature which can be used to monitor cities via satellite. This technique is currently used for other gases.

There no 1 gas is CO2,but if u measure it it has not increased. The green gases is garbage ,nothing but politics in science,I will prove it to u. With all the 6 billion breathing and burning everything it should be very high and many of us would be dead. Normal ox. level is 20.9 and it is solid. If it drooped below 19.5 most of u would pass out.
The solution are green plants take in CO2 and give us back oxygen . Some say just the trees ,not so all plants that live by photosynthesis. Algae ,kelp, and all the plants is what is recycling our air. If u measure it ,it will be 1 to 2 parts per million.Study ,study .

Not easily. We can and do easily measure the total amount of greenhouse gasses in the atmosphere as a whole, but identifying all the sources (and sinks) is extremely difficult. Nearly impossible.
