You put whatever you want translated in the part that looks like a search engine. You get a translation and a lot of example sentences. Jim Breen's JDIC is also good, but somebody already said that. For an electric dictionary, I use a Casio EX-Word. I've had no problems with it so far. It has J-E, E-J, J-J, E-E, J-G(erman), G-J, and a kanji dictionary. You can look up kanji by reading, radical, strokes, or the other kanjis contained within it (for example, lots of kanji have water, "mizu"/"sui" in it). Plus a thesaurus and idiom dictionary, but I hardly use those. I think the most important feature for me is the jump button, that lets you jump between dictionaries.
As to where to buy one, when I lived back in the states, I bought one off of ebay. Here I got one from the bookstore in downtown Kyoto.

do no longer USE Google, Yahoo, Altavista, Babelfish, or any of those. gadget translation like that mangles despite language you enter. Use Jim Breem's WWWJDIC (URL is listed above), yet purchase your self a pair of sturdy paper dictioinaries with the intention to furnish your self the main nicely-rounded which skill available.

i am assuming you want as electronic dictionary
the japanese that i know use "Sharp"...
Sharp PW-9920 is the best one on the market...but its not for beginners.
depends upon what your level is.
