you tell them in a calm moment and not infront of people just in case they freek because you never know maaby they just arnt ready but maby they are and are just wateing for you to say it
also maby she wants to say it but she might think you'd freek

She is your girlfriend right so there's nothing wrong to say it..If you can't say it personally why don't you try to buy for her flowers and put a card and say the words you want to say or there is a stufftoy that everytime you will touch it hands it will say iloveyou.
