a girl will accept your proposal only if she likes you and if you are very observant to her details.it may sound a bit peculiar but yes,girls pay a lot of attention to their dear ones and hence expect it back too.if you remember her birthday,surprise her with things she likes,give importance to her likes and dislikes,then you won.after sometime she would realise how much you care for her and will agree.best of luck dude!!
