If you are in the UK you can buy covers that will completely cover your chair - making fabric the only thing you see. I think if you look in Argos you will find them - don't know if there are different sizes though.

Remove the seat pads, 4 screws. Get some new foam (Like as not its past its prime)from a local market. Get your new covering material, and (its slightly fluffy) interliner from John Lewis. Pucker the corners of each cover so that the cover is like a shallow box, same with the interliner. Place the foam in the interliner, then the plywood seat base on top. Place the whole on the floor plywood up, kneel on the plywood, staple gun the interliner to the ply. Repeat with the cover, and you are done.

Buy some material that you like. There is only one are two pads to cover unless you also have covered arm rests. Take the screws out of the seat and back cover them. If the material is wood, use a stapler to fasten the new material. Tuck your corners in, stretch them tight and staple away. Also hum or sing while you work. It will either keep your neighbors happy, or drive them away.
