This is a recent problem. She is a 3yr old Golden Retriever. She doesn't do it all the time(never if someone is home), but the problem is becoming more frequent.

Spray it with hairspray. Sounds strange but works.

Our cats are constantly raiding the dustbin bags (ex ferals). Best bet is use a tall bin with a closing lid in the kitchen and use dustbins outside to put the bags in once taken from the house. If you have a garage or shed, you can put the binbags in there and close/lock the door.

Don't scrape anything smelly or tasty into the bin. In fact, being a little 'greener' in the kitchen by scraping most applicable foods into a compost bin may help you eliminate a lot of your problems!

you must pull a 007 on her. pretend you are leaving for the shops. but someone stays behind, hidden. bait her with a garbage bag.
have handy a plastic bottle filled with pebbles or noisy stuff. or a proper water gun.
wait for her.
when she takes the bait, squirt her or throw the bottle at her, not on her.
repeat this a few times. she'll never know then if you are around to punish her or not.
or spray some pet repellant on the bags. you can get that at pet stores.
maybe she's bored. get her some proper rawhide chewtoys.

Put the trash up somewhere when you leave. I am surprised that a Goldie is doing that. They usually can tell when you are disappointed in them and won't do the thing that disappoints you once you have let them know what it is that disappoints you. Good Luck. I love retrievers

keep the dog out of the room the garbage is in. If it is outside - somehow separate the two. She has found something she likes and now she wont stop so take he problem away.

Your dog is a bigger than mine but I have to put rubbish out of reach when I'm not around & all rubbish is in the the bin for collection is shut up in the shed

Get as lockable garbage bin. We get bins in South Africa that have clamps on the lids that you will have to close and shut but dogs can't get them open even they tip the bin over.

sprinkle with pepper it is not harmfull and it is not poisonous like hairspray. It makes the dog sneeze like crazy and very uncomfortable . good luck and god bless and happy holidays.
