I know that scaling up jpegs creates a blocky image. I've also heard that there are programs which can make a good guess at the missing data to avoid as much "blockiness" as possible.

I'm looking for a free one as this is a one off problem.

Neither Photoshop nor orel will help with this. You can try opening the file and Save As bitmpap or ping. But if the image was compressed when it was saved as a jaypeg, then it is already damaged. Sizing up will just make the damage more noticeable.
There is no freeware that can do this, the photo companies use software but it is commercial, licensed and expensive.
Try sizing up by a scale of 4x, as I think that mathematically that gives the program the best chance of putting the pixels in the right place.

You can do this in Paint or use Paint dot Net which is better.
In paint, click Image - Skew and type '400' in both the boxes to scale up by 4, 200 to scale up by 2.

I think that there is a program called Photoshop lite or elements, and if you can get it once you have opened the image if you go to the Image drop down menu and click on Image Size, then increase the figure in the resolution box by a hundred or two and then in the Height box Decrease this number to you screen size 768 or whatever, this will decrease the Blockyness.

I don't know about a free one but you could get a free trial from Jasc Paintshop pro, which is only around $70. I still have the old version and it works fine, Photoshop on the other hand is very expensive and not really needed for non-professional use. Go to Cnet and see what you can find.
