While I am no expert at this, and am not familiar with this plasma television set, logic dictates that there is no way for a pc to switch off the TV completely using a software. What you need is a way to tell windows to turn off the monitor. It does not actually turn off the plasma tv, but there will be a black screen. The obvious way is simply to right click on desktop, select properties, go to screensaver tab, click power button, and set the "turn off monitor" to a value that you need. I don't know a software that will turn off the plasma at will without putting the computer to sleep, but I am looking for a way to do that myself, and will definitely post here if I come across something. There certainly is no software that will turn off the plasma the way the power button on the remote does, but there might be a software app that puts a black screen on the desktop, or shuts off the monitor so all it shows is a black screen.
