I would doubt it. There could be extenuating circumstances of course. But there should not be a pile of leaves in the road anyway. Any one putting a pile of leaves in the road could be cited for obstructing traffic. Probably not many Officers would write it up unless it caused an accident somehow.

"HELP! Police some one ran over my pile of leaves in the street,please get over here at once it's an awful sight"

(what a waste of their time some one getting raped while they have to write a ticket for such a thing)
