You can attempt to understand the Tao, though, as has been said, it cannot be taught, by reading The Tao Te Ching by Lao Tzu. This book of 82 Chapters gives us insights into the essence of The Way. The Tao. The Tao doesn't ask for anything. If you like to go to a church, you can still be a muslim or a christian or jew and by absorbing the basic feeling of the Tao, you may find a new way of living.
Most Westerners have a tough time with eastern thought. It asks us impossible questions and has no answers. Yet, the ideas guide millions.
Most Taoists won't say they are Taoists. They are simply folks who do their daily tasks and pay attention to life in a way that most of us don't.
Miyamoto Musashi says:
"Language does not extend to explaining The Way in detail but it can be intuitively grasped."
Embark on The Way and be on The Way and abandon labels. Just be.. And.. read The Tao of Pooh for a nice take on your question.

there are many taoists who are also members of other religions. Taoism is more a philosophy than a religion except that because many asian cultures don't exactly have the idea of "philosophy" its not quite a philosophy. I would start by looking to see if there's any such information in teh publishing information in a copy of the Tao Te Ching. You might also search for taoism, taoists, etc. on teh internet and i'm sure you'll come across soemthing. I'm not sure that taoism is actually an "organized" religion though--its more of a mindset.

Like any religion, to truly belong to a faith you have to find that faith yourself. However, there are some good books out there to help teach one the principles of Taoism. Scripture, from what I have read, does not seem to be the basis of Taoism though, and the best way to learn is from a Taoist.

Probably move to China and learn under a wise sage. Practice meditation, and go to Taoist temples to burn incense to the Jade Emperor and other Taoist dieties.

You are if you feel you are. Learn what you can about it and incorporate its principles into your life and you will be taoist.
