Its quite difficult to get a responce out of these private companies
1. try with telecom regulatory authority of india - http://www.trai.gov.in/contactus.asp
2. try writing your compain to newpaper editorials

first try at the Tata Indicom office, if the response is not good.
then go to consumer forum directly.

Write a nasty despatch to TRAI and also put a copy to your Service provider, if no action ( 100% this will happen as we are in India), put a case in district consumer forum as TATA and TRAI as respondents and you as plaintiff.

call ofcom or alternativeley go to www.ofcom.co.uk and make your complaint online they regulate all service providers!
