maybe if you ask a hair salon, they will know people or places who buy hair for extension or wig making/use.. good luck.

This is a hard question! Hair for hair extensions, wigs etc, is generally from Russia or china, so If you don't live in one of those countries it will be very hard for you to sell your hair! Good Luck!
