A highway is a major road within a city, or linking several cities together. It includes roads known as interstate highway, freeway, motorway and autobahn, where a full description varies by country. In common parlance, a road which offers higher speed limits than a normal urban street. In legal parlance, any road which is available to use by the public.
A freeway is an access-controlled, divided highway. Most freeways are four lanes, or two lanes each direction, but many freeways widen to incorporate more lanes as they enter urban areas. Access is controlled through the use of interchanges, and the type of interchange depends upon the kind of intersecting roadway (surface street, rural road, another freeway, urban arterial, etc.). Generally a freeway is a grade separated divided highway designed for high speeds. Contrary to popular belief, a freeway is not a highway "free" from tolls. The "free" in freeway instead refers to a legislative definition passed by the California Legislature in 1939 which provided for a highway that would be free of encroaching properties and which provided for control of access. At the time this was very controversial since property owners next to the road could have no rights of direct access.

Freeway is a slang word used mostly in the western states and basically is an interstate. Highway is considered sometimes as both, but usually a highway stands for a 4 lane road not limited to just interstates but has some stops at times.

Freeways ... Limited Access Highways
Local Freeways are State Local and Federally funded Freeways -- these are the large multi-lane, limited access roads (but generally with far more frequent exits). Pedestrians, mopeds, and bicycles are usually prohibited (with exceptions on the stretches of some rural freeways where the particular freeway is the only road between two towns). There are no stop signs, stop lights, etc. on freeways; cross traffic is prohibited; and, with few exceptions, the freeways are completely divided. Only emergency stopping or parking is allowed.
Interstate Freeways are basicly the same as the Local Freeways but connect states coast to coast, North to South, East to West.
Parkways and expressways -- in most cases, these are what amount to short urban or suburban highways. Usually multi-laned and semi-divided, they have stop lights, cross traffic, etc., but usually have higher speed limits than the surrounding suburban roads.

A freeway is a section of roadway that has no stops or yields to crossroads. A highway will have stops or yields like the smaller urban roadways. These stops may be far from each other so it seems to be freeway to you but may have a stop 10 miles down the road. In California years back there was a stoplight in Livingston for HIGHWAY 99. Freeway means it's free to travel on.Highway means they can charge you like a fee to travel on.If I am wrong use a dictionary to figure out the meaning.
