Lip tattooing is an extremely advanced procedure. There are lots of considerations as was mentioned. If you have ever had cold sores even once, you must go on an antiviral prescriptive medication - two weeks prior is excessive, however.
Your ethnicity is a factor. Those with darker skin have a lot of blue undertones in the lips and the color does not heal well - it generally turns dark. Infection is not common, nor is allergic reactions but they can occur.
Only the most reliable pigments for cosmetic use should be used in the lips - those that don't have too much of a blue undertone, etc. The lips cannot be overworked or they will not heal evenly. You artist MUST be very experienced in this.
Also, lipliner ONLY does not look good - it always looks like you forgot the rest of your makeup so choose a color that compliments your skin tones for a full lip fill.
Be sure your artist has many HEALED pictures to show you - it would be best if you could see it in person. I tattooed my own lips so clients can see mine plus others in my studio.
The advantages - great lip color that only softly fades over time. You can balance a crooked lip line, too. I love only wearing a natural moisturizer like chicken poop lip junk (seriously - they have it at Walgreens) It is also great if you want to wear lipstick over the tattoo - the color seems to last all day because there is just enough underneath to support it. Also, it is tons of fun at the dentist when they give you a tissue to wipe off your lipstick!!

I have permanent cosmetics done, and I really like it. You really have to research it though, make sure the person knows what they are doing, because if it's done wrong, it can look horrible. If you tend to get cold sores, you need to take that herpes medication for a couple of weeks before you get it done. Try to schedule it for when you don't have to be anywhere afterwords, they use a numbing cream, but your mouth is sore afterwords. It will be sore for a few days, and then your lips will peel. It's surprising, and a bit gross, but easy to deal with. Ususally, there will be a touch-up after 30 days. If you get the right color, it will look natural, just like your lip color, but darker. I get complimented on mine all the time, and people always want to know what color lip gloss I'm wearing (I wear clear, just to keep my lips from chapping) I've had mine for about 3 years. Generally, it will need touching up every five years.
Edit: It is not full of harmful chemicals. That is a complete fabrication.

I had herpes approximately 5 years ago, when I was in college and had a stupid one-night stand. I think a lot of women will say this but I swear I never did that sort of thing. I have several tattoos. Some were more painful than others. The ones on my back.....Holy Crap! Those really hurt! But, I love 'em! As long as you go to a reputable shop, the risks should be extremely minimal.

hey i am a tattoo artist and i would never get lips done and i am a girl. just think how it would look when you get older. i knew this woman who got her lips done when she was younger and now it looks really bad and she always has to have on lipstick. not really a good idea if you still want to look cute in the later in life. and also cuzz your lip is always exposed to the sun it will fade.

my hairdresser had her lips tattooed and she said it was extremely painful but she's glad she did it. the risk is minimal and it's probably expensive.

I think that it is a great idea, ive had it done and it DOES hurt. I think that it was worth it though, so far mine hasnt faded, but the artist said that it would after a bit. I think that if you really want it then go for it! :] good luck!.
