Always look for sites and/or groups/lists/forums that are operated by persons in the area.
Don't get fooled by sites which slurp up data from others and post it as their own.
Also Radio Shack is CLUELESS! You purchase a unit from them and then get the real info you need. The guides included with RS and Uniden/Bearcat are OUTDATE and FLAT OUT WRONG in a LARGE portion of the data they contain.

As for scanners and their use, owner ship and crimes.
Several states have laws which prohibit use of scanners in vehicles and/or on your person (IN law prohibits carrying a scanner, unless its changes just recently.) FL is so draconian it could apply to the UPS truck delivering it to your home.
Using a scanner in the aid of crime is a federal offense, and theres ways to make state laws apply too. It rightfully is one.
Using one in your home, auto, or carrying for personal use is not an issue unless your local area has laws which prohibit such use in cars etc..

In some states it is illegal to have police scanners in your home unless you are in law enforcement or work for the fire department or something like that. With that said if you bought a police scanner it should have a list with the proper codes for your area. It will even list codes so you can get weather. It is kind of hard to program some of the police scanners. Good luck and don't get caught.

San Diego is on an 800mhz trunktracking system. You'll need a unit, not a computer. It is easy to use. Check Ebay for a Pro-91. They are usually very inexpensive and get the job done.

according to federal law in all 50 states you CAN LEGALY own a police scanner in your HOME, different states laws vary on carrying one in your AUTO.
as for the frequency's the website that was posted above carrys a lot of frequently updated material in which case you should have no problem finding the frequency... however most police agencys have switched to a digital trunking radio system, which basicly allows more traffic within their designated frequency range. your going to need a scanner that can "de-trunk" the transmissions

Call the police. They will usually give you their standard bands. Or call Radio Shack. Somehow they always seem to know.
