The GIMP is a 100% free program. It is rather good. Was designed for Linux but you can get versions for OSX and Windows!

If you are a photoshop user and like the layout you can also download this program, its called GIMPSHOP. Basically its a version of the GIMP but changed a bit to look like Photoshop.

I love Photoshop Elements. ($90-130) It is a "lighter" version of Photoshop and it is pretty powerful!!! I use to use PaintShopPro which is a pretty good program as well. ($80-100). If that is still too exspensive there is Picasa that you can download from Google. I'm not sure how good it is, but it is an option.
Also, if you are a student you can get discounts on software through your schools bookstore, or on the web. I use Journeyed.com. I got the entire Creative Suite 2 for $400 instead of the typical $1200!

If it particularly is a loose version of Photoshop you decide on, then GIMP is the closest i've got discovered to it. it particularly is quite daunting in the beginning up, even though it does a large variety of a similar issues. under is a piece of writing which takes you throughout the time of the setting up technique and 'first impressions'.

Try Adobe Elements. It's like a watered down version of PS. Not for professionals but will do most things an ameture wants to do.

I don't know how extensive work you need. But, when I don't know, I always try Walmart first. They come through in most situations. They do a lot of photo work. I usually get my film pictures developed at Costco.
That's the best I can do.
