What does being a Wiccan have to do with controlling people?

If he's really Wiccan, then he should know better than to try it. Wiccans are bound by the threefold law, and anything he does is going to rebound on him big-time.
If he's STILL doing it, either in ignorance or thinking he's not going to get the backlash, then there's two ways he could be doing it: either through mundane manipulation (knowing what buttons to push through either psychically or through observation) or by binding their wills. It's a nasty trick to pull on anyone and I hope that he's not doing it for his sake and theirs.

He isn't controlling people. Wiccans aren't interested in harming people.

Control of people does not come from supernatural powers - it comes from being a shrewd judge of character and being able to manipulate events in order to restrict a person's choices - the more you can narrow their options in any situation, the easier it is to paint a single choice as being more desirable. Usually when people are that good at manipulation, they can use a designation such as "witch" or "wizard" to add fear to their psychological arsenal.

Some people master the art of manipulation. It has nothing to do with religion. Look at Charles Manson, Jim Jones and David Keresh.

If you come to the ways of the Lord, God, you become humble, and follow His Will. That's much better.
