I got an estimate from a painter and this "kilzing" stuff is included as a service. I have no idea what this means.

It is a primer for the walls. You must have some walls that he thought would be difficult to cover in just one coat of paint. Or if you are changing colors it could be used also.

Kilz it is a primer! Using this primer will hide water marks, it will also will make a paint more even

kilz is a type of paint that resists mildew and mold or wet spots or if it has had a roof leak that shows, it will cover those spots so they dont bleed through new paint.

If the walls are already painted and there are no stain problems you don't really need that. Ask them for another estimate without the primer.
