you should believe that you are speaking english fluently. Then you need to speak english regularly.

The best way to speak is fluently, is, of course, be born and raised in a country where English is the first language.
Of course, not everyone can be born to speak the language they want to to, but learning a new language, then going to live or stay in a country or place for a good period of time where that language is the main language used it a great way to begin speaking it more fluently.

You don't have to be born and raised English to be able to speak it fluently! Heck, I was born and raised English and I rarely speak it fluently.

Practise on English speakers who can translate awkward wording would be good, I suggest then that one or both of you carries a dictionary so that some words can be explained. I had to try to explain "exageration" to a friend whose natve language is Chinese. I had no idea how to describe it so we went to the nearest store and checked their dictionaries.

Try to find an english speaking friends. English is my second language too. My English has been improved alot since I roomate with an english speaking friends.

READ. Read books, read them aloud.

If you have trouble understanding the books, you should get a book that's published in both your language and English. Read the book in your own language first, and then read it in English.

You should also get many English-speaking friends. If you're not living in an English-speaking country, get a livejournal account ( http://www.livejournal.com ) and interact with other users. orlandobr is a Costa Rican who is very fluent. He uses livejournal and reads many English books. He sounds like a Heinlein novel.
