do you have a particular scene in mind? do you want it to be realisitc (portrait style) or a more traditional/newskool style? it won't be cheap either way, and will have to be kindof large but it could be a very neat tattoo. research tattooers who are good at doing the style of tattoo you want. you may have to travel a bit to find someone to do a great job but it'll be worth it.
oh, and most tattooers who do a custom piece will charge by the hour so the more detail... the more money. i have a tattoo that is about 9 inches by 11 inches (ish) and it cost me $600

Hopefully you already have a tattoo artist that you feel comfortable with. If you do, talk to him/her and see if they 1) are comfortable doing portriat type work, or 2) if they can recommend someone who can. Most good artists are more than happy to work with you to design a tattoo that will work with where you want it on your body, and meet your expectations. Do some research, be patient, and take your time to find an artist you trust to forever alter your body.

As far as $ goes, seat fees vary from place to place. I haven't ever been charged for design time, but I'm a pretty good tipper, and the artist usually wants the piece for their portfolio as well. Be nice, be generous, and be flexible, and you'll be taken care of.

either bring the pic in or have a friend of a friend draw it up. u might want to go to a shop and ask if they can do it...u may be surprised. it will cost less if it is already drawn up or they {Tattoo artist} may be able to. mine was original by my artist. and the detail will cost more. but if he don't have to think to much on it then it shouldn't be as expensive...L
