I don't believe in soul mates but to answer your question yes. Although, I don't think most atheists believe in 'soul mates', some do. Therefore, some atheists believe they have soul mates.

Of course. Religion or lack thereof has no bearing on someone having a soulmate. Why would it anyway? The question is moot.
