\I would like to know is this a normal occurance

I would give my vet a call. It doesn't sound normal.

What do you mean by nape? That is the back of the neck.
If you are talking about the birthing end of the dog, then there shouldn't be build up, there would be discharge but you should clean her up with a warm wet washcloth each day.
If you mean the nursing part of it, that isn't good. Keep things clean with a warm wet washcloth and mild soap 3 times a day, rinse with water so the puppy doesn't eat any soap. If nipples get red or hard then she may need some antibiotics.

I don't know, i have to say call your vet, the vet should know what to do. it doesn't seem normal, but i am not that sure, i do have a mini dacshund too, but she has never had puppys.
Hope she gets better.
