Yes, but you won't get all the flavor out of it. Some of the flavor is fat soluble so if you didn't drain the meat it would be better. I would add it during cooking though to get the best of it.

i presume you have decided that the chille needs spicing up,this after it has been cooked,yes chillie powder can alaways be added or sprinkled over the finished dish,but the snags are you do not get it blended in evenly with a well distributed spicy finish & the sprinkled chillie can have a raw smell & taste ,which can be detected by the discerning palate,better to make a paste with a lttle bit of water,fry for a few seconds in a little hot oil or butter & toss it in carefully into the chille.

When dealing with the hot spices such as chili powder or cayenne pepper, I find that it is best to do half and half (if recipe calls for a teaspoon start with a half teaspoon and add the remainder at the end or add it to taste at the end.) so in short the answer is yes. Spicy is good, but over spiced can be gosh awful.

Cook the chili powder in a little butter or oil to bring out the flavor before you put it in to your finished product. then ok

Sure, my husband likes his chili a little more spicy than my daughter and me. So when served, he adds a bit more chili powder to give it extra zing.

I would have to say that as long as it's still hot, or will be reheated, it will eventually mix and melt into the chili.
