Some say they have the same effect on policy because to prevent an attack, clearance and security need to be jacked up and officiated more. Their motives may be different, but mercenaries don't have the same psyche profile as criminals since they're contracted to fight although they can be incarcerated. How d'u feel about these groups?

Depends on the justness of the cause. The Boston Tea Party could be considered a terrorist act, but was for a just and noble cause. Mercenaries, the same thing. Maybe they are not as noble as terrorists, due to $ being their motivation, but that's not a big deal in my book. Killing is killing, regardless the motivation for doing so. For a just cause, I have no problem with either. Unjust cause, I have a problem with them both. (Ahhh, but now the question is, Who determines whether or not it's a just cause?)

Well, in Iraq there is little difference between mercenary and terrorist. There, people join Al Queda and other terrorist organizations because it pays better than being a police officer, whom have a higher fatality rate as well.

Mercenaries are worse than terrorists. Mercenaries fight and kill people for money. Terrorists kill people for what they believe in. It might be misguided and stupid, but it is for something they believe in, not just killing for dollars.

Terrorists can hire Mercenaries and then the Mercenaries become both.

In theory, a mercenary belongs to an "organized" army, and is fighting a war up front and somewhat legal. A terrorist is just that. No army, no uniform, no guts.
