1. look nice 2. be prompt; make sure you're ready to pick her up before she's waiting for you 3. be polite, and on your best behavior 4. beautiful, funny, incredible, sweet, and so on. You can flatter her referring to her smile, her eyes, her soft skin, her hands. BUT if you dont wanna get in trouble, dont mention any part of her body from her neck down, Ok? You can mention that after you have enough confidence with her, after you're already in a relationship, you can say how hot she looks, or sexy, any of that.
Well, I hoped this helped, but this really depends on the kind of girl, if she's shy you can use all the above, but if she's really overconfident and unrestrained you can flatter her with "sexy", and anything that comes to your mind.

I think flattering words can only be flattering if there's genuinity in it
girls have great sense and if you are saying it without any true feelings....hey....
be warned they see it as an insult or you are just trying too hard to get their attention...in other words...you are being clumsy and cheap...
i guess you need genuinity to get their hearts....

Never use babe or girl around them. Just be down to earth. Say that outfit looks nice on you or that color brings out your eyes. What i do is find there feature that they least know about and comment on it. Its mostly the eyes and I say there is a spark in their eyes that makes you beautiful to me.

"Wow!" when u notice they are all fixed up just for you! (this should be said smoothly and with proper expression and staring at her from head to toe and back up into her eyes with a proper smile done properly smoothe....I had an incredibly suave man do this and I almost lost it...its a wonder we made it to the party....and needless to say we did not stay long.
"That's good, ur funny" when they say something funny or quip a cute remark.
"You are a very stylish" particularly if they are very pretty...they hear and proably know they are pretty, but not necessarilly stylish.
"That's smart of you" when they say something smart
"The smell of (their perfume by name) on you makes me Crazy"
