Windows XP is a dynamic folder changing all the time ranging from system restore files and system updates. I wouldn't try limiting it even if there was a way. That folder needs the space and any vital files deleted could lead to the need for you to replace the files through the restore CD provided by your OEM Brand or your own personal CD. Hope this helps

If you are using Internet regularly, then there is folder in Windows directory named Temporary Internet files, as name suggest it contains the temporary files when you are sutfing the Internet.
You can delete by going to the directory and select all and delete all files otherwise open IE go to Tools then Internet Options..then Click on Delete Files.. and check the box of Delete all offline content.
You can save a lot of space by deleting that files.

I actually dont get your question (sorry... becoz, once you instal a program some files will automatically added to xp folder files), but i suggest you must scan your hard drive for viruses and spywares. Coz there are some viruses and spywares that create folders over and over, one of them known as WormBrontok. u may use AVG and Spybot both are good!
