I want to move a friend from Nigeria to here in the US,
What needs to be done? how much dose it cost? how long dose it take? and what are the laws to make her a citizen

You can't just move a friend into the U.S. She has to be granted a visa in order to enter the USA, and there are many different types of visa. You can go to the US Citizen & Immigration Services website (www.uscis.gov) and all the information you need is there. It seems you want to sponsor her to come to the U.S. as a resident/citizen, then you have to fill in the form after you know what kind of visa she needs. If you are totally unrelated to her other than being a friend, then the only type of visa I think would work is a fiance visa. After she arrives in the U.S. you two must get married within 90 days. The process would take at least several months, and you can find out the cost on the website. All immigrants would have to become a resident first before elligible to become a citizen.

In order to be a sponsor yourself, you must be a citizen yourself and that you meet the income requirement.
